Management Team
Mr. Bailey is 3001's Chief Executive Officer (CEO). He attended the United States Military Academy at West Point, NY, where he was commissioned as an Artillery Officer. He later branch transferred in the Army and became a Topographic Engineer. He taught courses at West Point in remote sensing, photogrammetry, terrain analysis, and advanced individual studies in computer science. The Army also certified him as a Level III Acquisition Professional. He worked as a program manager in the Army Space Program Office and was the Army liaison to the Air Force Space and Missile Systems Center. His last assignment with the Army was at the Pentagon with the Office of the Secretary of the Army as a Congressional Liaison Officer.
Since his retirement from the Army, he has worked the past 14 years in the private sector for E-Systems/Raytheon and MRJ Technology Solutions/Veridian/General Dynamics in a variety of business development, operational, and executive positions. In his most recent position, he led a $165M business unit that provided services to the Defense, Intelligence, Federal, and Law Enforcement communities.
Mr. Bailey received his Bachelor's degree in engineering from the United States Military Academy and his master's degree in geodetic science and surveying from The Ohio State University.
Paul Langevin is 3001’s Chief Financial Officer and a member of the senior management team. He provides executive leadership in and is accountable for the company’s overall fiscal and administrative infrastructure including finance and accounting, planning, contracts, IT, and human resources. With 20 years experience in government and commercial contracting, Mr. Langevin has broad achievements in both private industry and public service.
Prior to joining 3001 in October 2007, Mr. Langevin was most recently the Chief Financial Officer and member of the senior management team at SiloSmashers, Inc., a Washington area management-consulting firm. Throughout his career, Mr. Langevin has held similar leadership positions in large international companies and contributed strategically to growth, profitability, and client satisfaction. Major initiatives to which Mr. Langevin has contributed in leadership roles include numerous mergers and acquisitions (M&A) of various size and complexity, company divestitures, and system conversions including a major implementation and transformation of world-class business systems. Mr. Langevin has an established track record of innovative process improvements, government contracting expertise, and positive team building.
A graduate of the University of Massachusetts – N. Dartmouth, he received a Bachelor of Science degree in business, majoring in accounting and finance. He is an honorably discharged U.S. Army veteran, and passed the CPA examination in Virginia.
Mr. Gawlik is 3001's Vice President of Business Development. After earning his BS from the University of Dayton, Joe received his commission in the United States Navy. His first duty assignment was as Combat Air Intelligence Officer for Attack Squadron Fifty-Six, which deployed to the Gulf of Tonkin and was involved in the mining of Haiphong harbor, and in the Linebacker One/Two strike operations in Vietnam. He then served as an aviation instructor at Pensacola, an Intelligence Division Officer in USS Dwight D. Eisenhower (CVN-69), Head of the Chief of Naval Operations Intelligence Briefing Section, Assistant Chief of Staff for Intelligence for Carrier Group Seven and Cruiser Destroyer Group Five, and finished up his Naval career as a Program Manager at Space and Naval Warfare Systems Command. He earned a Masters degree in National Security Affairs from the Naval Postgraduate School in Monterey and is certified as a Weapons System Acquisition Professional.
Joe has spent over fifteen years now, working in a variety of business development, operational and executive positions with several companies. The companies include MRJ Technology Solutions, Veridian, SiloSmashers, and General Dynamics. His expertise is in strategic and tactical business development as evidenced by his many contract wins. In his last position at General Dynamics, he was responsible for the management and the mentoring of a business development staff, with a goal of closing over $340M worth of contract awards per year for the Reconnaissance and Surveillance Systems Line of Business.
Mr. Lower is Vice President of 3001 Civil Works. Mr. Lower joined 3001 in 1995 as a GIS Analyst. He quickly mastered the Intergraph and ESRI GIS platforms, implementing systems for local, state, and federal government geospatial projects. This included a turnkey GIS for the New Orleans Downtown Development District, data conversion projects for the U.S. Geological Survey, and CADD-to-GIS integration projects for the U.S. Army Corps of Engineers (USACE). He was promoted to Operations Manager of 3001's Gainesville facility in 1998, where he was responsible for all production activities performed at that site.
He was a critical member of 3001's team that helped the USACE implement the Regional Engineering and Environmental Geospatial Information System (REEGIS) for the Atchafalaya River and the lower Mississippi River. This led to his involvement in helping the USACE develop comprehensive GIS Implementation Plans for several districts along the Mississippi River. He also directed the first Inland Electronic Nautical Chart (IENC) project performed by 3001 for the USACE. He is a contributing member of the international workgroup that sets policies and procedures for worldwide IENC creation.
Mr. Lower holds Bachelor of Science and Master of Science degrees in Geography from the University of Florida.
Mr. Monday manages all daily aspects of our aerial data acquisition services, including maintenance and operation our company’s aircraft and digital sensors. Airborne Solutions also supports 3001’s Civil Works, Intel Defense Solutions and Federal Services divisions.
Mr. Monday’s career in aviation began in 1975 as an aircraft mechanic in the U.S. Navy. He has over twenty years experience performing research, and data acquisition flying as a commercial pilot. He has flown internationally as a Cloud Seeding Pilot, to Central and South America, the Bahamas and Caribbean Islands, Canada, Europe, and the Middle East. Additionally, aerial survey work has taken him across the Atlantic to Europe and the Middle East. He has preformed high altitude survey flying in Honduras, Argentina, the Rocky Mountains and the Alps.
Mr. Monday holds a FAA Airframe and Power Plant Mechanics license and an Airline Transport Category pilots certificate. He attended Lee University and Oklahoma State University in their Aviation Management Program. He holds type ratings in the Beechjet 400/MU300 and BE200 aircraft and has accumulated over 5,500 flight hours.
Mr. Mirda is the Vice President of 3001's Federal Services business line which serves the Intelligence and Defense community with geospatial and all-source analysis and systems engineering. After earning his BS degree from St Louis University, Mr. Mirda began his career as a structural design engineer at McDonnell-Douglas on the AV08B (Harrier) program. He then served for three years as an Air Launched Weapons Analyst with the Central Intelligence Agency (CIA) in the Directorate of Intelligence (DI). Mr. Mirda worked as a civilian in the Air Force for eight years where he served in both CONUS and Overseas positions. He served two separate tours in Australia at the Joint Defense Facility at Pine Gap as a Mission Assessor, Collection Manager, Mission Planner, and Evaluator. In between tours, Mr. Mirda worked in the Non-Proliferation Center where he established the Manufacturing and Ballistic Missile Technology Thrust Manager Position. Mr. Mirda is a certified Contracting Officers Technical Representative (COTR) and provided technical management for both analysis and acquisition contracts.
Since leaving the government, Mr. Mirda has spent his last 12 years in the industry, beginning as a Member of the Technical Staff at Stanford Telecommunications and MRJ Technology Solutions where he was the program manager for a large system engineering contract and provided Systems Engineering and Technical Assistance to the Government on Mission Management and Information Technology R&D programs. He came to 3001 Inc after 10 years contracting with firms such as General Dynamics Advanced Information Systems (formerly Veridian) where he earned the title of Senior Manager responsible for the Aerospace Engineering Business Area. Mr. Mirda has managed programs from $100K to over $10M and a business area from $25-50M per year.
Mr. Mirda received his bachelor’s degree in Aerospace Engineering from Parks College, St. Louis University. He has taken numerous graduate courses from UCLA, George Washington University, Virginia Tech, and University of Tennessee Space Institute.
